Uttarakhand to install ANPR cameras to collect green cess from Inter-state vehicles

Dehradun: With the help of electronic mechanisms, the Uttarakhand transport department is likely to upgrade its system of collecting Green Cess from vehicles coming from other states. Under the new system, the department will use automatic number-plate recognition (ANPR) cameras to collect the tax.

The process of collection of the tax will be completed through direct deduction from passengers’ fast tag wallet. The ANPR cameras will automatically identify the vehicles entering the Uttarakhand border, registered with other states.

Banks will be also involved in this process of collection of the Green cess

“Tenders for the required equipment have been invited. It will be opened on December 11. We will soon expedite the process to place the new system at all the borders of the state,” Sanat Kumar Singh, Joint Transport Commissioner, told this reporter on phone. According to him, banks will be also involved in this process of collection of the Green Cess.

Good growth in the state government’s revenue

The new system is set to increase the state government’s revenue. As per one estimate, the department mainly collects this tax from heavy vehicles entering the state. Now, the new system will enable the transport department to properly collect this tax from the vehicles entering the state, registered with other states. The department hopes that there will be a good growth in the state government’s revenue, once the new system comes into effect.

Use of Intelligent Tolling System (ITS)

The department may soon implement an automatic green cess collection system with the help of a private company. The department is also under a plan to set up a data centre to ensure proper monitoring of the new system. The Data centre will be helpful to keep information regarding the vehicles entering the state borders. Besides, there is also a plan to use the Intelligent Tolling System (ITS), a technology that uses various methods to collect road usage fees. The ITS will be helpful in the automatic recognition of number plates of the vehicles. This technology will also help in the tax collection.
