New Delhi: The Election Commission of India (ECI) has issued a rebuttal to the Indian National Congress (INC) ‘s allegations of voter turnout discrepancies and electoral roll irregularities following the recent victory of the Mahayuti alliance (BJP, Shiv Sena, NCP) in the Maharashtra Assembly Elections 2024. The Mahayuti secured 230 out of 288 seats, prompting the INC to question the veracity of the election results.

In its response, the ECI clarified each point of contention, emphasising the rigorous, transparent and rule-governed procedures employed throughout the electoral process. The Commission strongly refutes claims of manipulation, providing detailed explanations to support its assertions.

Regarding voter turnout, the ECI clarified that comparing preliminary 5 PM figures with the final 11:45 PM count is inherently misleading. The gradual aggregation of data from individual polling stations naturally increases reported turnout as the final count is compiled from Form 17C – the official record of votes cast, accessible to all authorised agents upon poll closure. The ECI emphasizes the immutability of Form 17C, ensuring that post-poll manipulation of turnout figures is impossible.

The Congress’ concern regarding the addition of approximately 50,000 electors in 50 constituencies between July and November 2024, disproportionately benefiting the Mahayuti, is also addressed. The ECI counters this claim by revealing that only 6 constituencies saw such a significant increase. This directly refutes the Congress’ suggestion that this explains the election results in 47 constituencies.

The ECI further detailed the comprehensive electoral roll preparation process, emphasising the active participation of all political parties, including the Congress, at every stage. All changes to the rolls, whether additions or deletions, adhere to strict regulations and are meticulously documented, ECI said in the report.

Deletions were justified by factors like death, relocation, or duplicate entries. The Commission highlights the Congress’ involvement in this process, thereby disproving any suggestion of exclusion or lack of transparency. To further enhance transparency, the ECI confirms the availability of all relevant data, including Form 20, on the Chief Electoral Officer’s website.

The ECI concludes by reiterating its commitment to a fair, transparent, and accountable electoral process, welcoming constructive feedback to continuously improve its operations.
