Patna: In a major step toward strengthening citizen-centric governance, the Chief Secretary of Bihar today launched a series of digital platforms and initiatives under the Bihar Prashasnik Sudhar Mission Society (BPSMS), General Administration Department, Government of Bihar. The event, held at the Secretariat Meeting Hall, witnessed the presence of senior government officials, including the Development Commissioner, Additional Chief Secretary cum Mission Director BPSMS, departmental secretaries, representatives from NIC, SBI, and KPMG, among others.

The centrepiece of the launch was the inauguration of the RTPS Online Appeal & Review Portal (https://rtpsappeal.bihar.gov.in), a robust digital mechanism designed to empower citizens under the Bihar Right to Public Services Act, 2011. This portal enables people to file appeals and reviews online in case of delay or rejection of public services offered by the General Administration Department. With features like paperless processing, digital signatures, and real-time dashboards, the system ensures efficiency, transparency, and accessibility. “Technology must serve the people, and this portal ensures that the right to timely services is not just a promise, but a practical reality,” said the Chief Secretary, adding, “GAD and BPSMS have brought several milestones in e-governance through innovations, in keeping with the advancement of technology and the need of the hour.”

Another key development was the launch of the HRMS Bihar Android Mobile App, now available on the Google Play Store. The app enables regular government employees and officers to apply for leave, view their service book, track service-related entries, and request corrections with supporting documents. This initiative simplifies HR-related processes and brings them to the fingertips of Bihar’s public servants. The iOS version of the app is expected to be launched soon.

The government also announced the rollout of Phase II modules of the HRMS system, which expands digital access to processes such as disciplinary proceedings, pension and insurance, promotions, training, exit management, and more. The digitization of these modules signifies a commitment to efficient internal governance and seamless service delivery for government employees. To facilitate better understanding and implementation, handbooks related to employee registration, e-service books, and employee self-service were also released.

A major highlight of the event was the signing of a Memorandum of Understanding (MoU) between BPSMS and SBI General Insurance Company Limited for the provision of Group Health Insurance (GHI) to contractual employees. This scheme will benefit 3,560 contractual staff—including 2,850 Executive Assistants, 608 IT Assistants, and 102 IT Managers—working across departments at the state, district, sub-divisional, and block levels. The policy offers cashless health insurance coverage up to ₹5 lakh per employee annually, with the entire premium of ₹1.42 crore plus GST for one year borne by the Mission Society. The MoU is valid for three years and is expandable.

The Group Health Insurance policy ensures coverage from day one, including for pre-existing conditions, maternity care (up to ₹20,000 for normal delivery and ₹50,000 for caesarean), AYUSH treatments, ICU care, and pre- and post-hospitalization expenses (30 and 60 days respectively). Beneficiaries can avail of treatment at more than 17,500 hospitals nationwide, including 185 in Patna and 375 across Bihar. A 24×7 dedicated in-house claims team, one-hour pre-authorization, and three-hour discharge approval time add further value to the scheme. Beneficiaries will also receive salary account benefits under SBI’s Salary Package for contractual employees.

Speaking on the occasion, the Development Commissioner of Bihar stated, “This initiative is of great benefit to the contractual employees as it allows them social security. Technology-enabled platforms bring in transparency and good governance, ensuring not only efficiency but also compassion in administration.”

These developments reflect the Government of Bihar’s continued commitment to digital transformation, employee welfare, and citizen empowerment. With these reforms, BPSMS is reinforcing the vision of inclusive and modern governance in the state.
