Raipur: Marking a major milestone in Chhattisgarh’s development roadmap, Chief Minister Shri Vishnu Deo Sai on Thursday unveiled the ambitious “Chhattisgarh Anjor Vision@2047” document at a grand event held in Nava Raipur’s Atal Nagar. The document outlines the state’s long-term development strategy aligned with India’s vision of becoming a developed nation by 2047.
The ceremony witnessed participation from state cabinet members, NITI Aayog officials, subject experts, public representatives, and senior bureaucrats.
Calling it a “historic day,” CM Shri Sai said the vision document is “not just a compilation of words, but a firm resolve and clear direction to build a self-reliant, prosperous and developed Chhattisgarh.” He added that it draws inspiration from Prime Minister Narendra Modi’s vision of India@2047 and aims to place Chhattisgarh among the country’s leading states.
“Where the vision is bold, direction is clear, and people participate — progress is inevitable,” Sai said, addressing the gathering.
He also mentioned that Chhattisgarh is one of the few states to have prepared such a forward-looking vision document. Chief Minister had earlier shared details of the Anjor Vision during a NITI Aayog meeting chaired by PM Modi, where it was specially appreciated, he noted.
Highlighting the participatory approach, Sai said the document captures the dreams and aspirations of 3 crore citizens of the state. Inputs were collected from working groups, divisional-level public dialogues, and the ‘More Sapna, More Vikasit Chhattisgarh’ portal.
“This is a symbol of public participation. From experts to departments to common citizens — everyone’s vision has been included,” he said.
Referring to the foundation laid by late former PM Atal Bihari Vajpayee and the continued progress under PM Modi, Sai said it is symbolic that the vision is being released in the silver jubilee year of the state’s formation, which is also being observed as Atal Nirman Varsh.
Positioning Chhattisgarh as a key player in India’s development journey, the Chief Minister said the state is set to “energize the grand building of a developed India.” He announced ambitious targets across core sectors including steel production to rise from 28 to 45 million tonnes by 2030, coal output to nearly double from 207 to 437 million tonnes, power generation to increase significantly from 30,000 MW and Iron ore production to grow from 46 to 100 million tonnes
Shri Sai also pointed out that Chhattisgarh became the first state in India to successfully auction a lithium mineral block, a critical resource for clean energy and electric mobility.
Emphasizing the role of infrastructure, the CM said that the total length of railway routes in the state — which stood at 1,100 km from 1853 to 2014 — will be doubled by 2030. Projects like the Bodhghat multipurpose scheme are expected to give a major boost to irrigation and power sectors.
The Vision 2047 document includes a detailed action plan divided into three phases: short-term goals (till 2030), mid-term targets (till 2035), and long-term outcomes (till 2047).
“We’ve learned from PM Modi to dream big and work harder. Earlier we said, ‘Modi hai to mumkin hai’, now we say ‘Modi hai to nischit hai’ — the target for 2047 is now our shared direction,” Shri Sai concluded.

Balanced Growth Planned Through 10 Missions Across 13 Key Sectors in Chhattisgarh
Chief Minister Vishnu Deo Sai said the Anjor Vision@2047 aims to ensure balanced economic, social, and cultural development through 10 focused missions spanning 13 critical sectors of Chhattisgarh. These include agriculture, manufacturing, tourism, culture, logistics, IT, organic farming, and education, among others. Highlighting Raipur’s strategic location, the CM said a dedicated logistics policy has been formulated to boost the sector and accelerate the growth of e-commerce in the region.
Target to increase the state’s GDP from Rs 5 lakh crore to 75 lakh crore
Chief Minister Shri Vishnu Deo Sai outlined ambitious goals under Anjor Vision@2047, including increasing the state’s GDP from Rs 5 lakh crore to rs 75 lakh crore by 2047. Key initiatives such as Krishi Unnati Mission, organic farming, and Kisan Samman Nidhi aim to boost farmers’ income by 10 times.
On the social front, the state is pushing for 100% Ayushman Bharat coverage, new super specialty hospitals, medical colleges, and PM Shri schools. A Global Skill University and 36 model colleges are also in the pipeline.
The CM noted that teacher shortages have been addressed, and 5,000 new teachers are being recruited. With the current unemployment rate at just 2.7%, the target is to reduce it below 1% by 2047, aided by skill partnerships with Pan-IIT institutions.
In the IT and industrial sectors, semiconductor plants and AI data parks are being developed. The state has undertaken 350+ reforms and received investment proposals worth Rs 6.75 lakh crore in the last 18 months.
Single Window System 2.0 gives approval to industries at one click
Chief Minister Shri Vishnu Deo Sai said that under Single Window System 2.0, industries in Chhattisgarh are now getting one-click approvals. With tourism granted industry status, the government is actively promoting homestays and eco-tourism in Bastar and Surguja. The state aims to boost tourist footfall from 2 crore to 10 crore by 2047.
44 % forest areas will become oxygen hubs of the country
Chief Minister Shri Vishnu Deo Sai said Atal Digital Seva Kendras are ensuring last-mile delivery of services like Aadhaar, ration cards, and banking in villages. Emphasizing sustainable growth, he reiterated Chhattisgarh’s commitment to the PM’s ‘net zero carbon emission’ goal by 2070, with 44% forest cover serving as national oxygen hubs. Innovations like plastic roads in Bastar highlight the state’s shift towards a circular economy.
Addressing concerns around mining, the CM clarified that in 45 years, only 0.11% of forest area has seen actual tree felling under FCA, while forest cover has grown by 68,300 hectares. Mining now contributes 9.38% to state GDP, supporting 2 lakh direct and 20 lakh indirect jobs.
He termed development under CSR and DMF as ‘Naya Ujala’, and noted that a citizen participation portal is being developed to enhance public involvement in governance.
From Short to Long Term, Clear Plan Set for Economic & Social Transformation: Finance Minister OP Choudhary
Finance and Planning Minister Shri O P Choudhary outlined the multi-dimensional strategy of the Chhattisgarh Anjor Vision@2047, focusing on citizen well-being, inclusive economic growth, good governance, and investment promotion. The vision clearly defines short-term (till 2030), medium-term (till 2035), and long-term (till 2047) goals for the state’s holistic development.
Covering 13 key socio-economic sectors—including education, health, industry, infrastructure, agriculture, IT, tourism, and environmental sustainability—the vision proposes over 200 policy, institutional, and infrastructure initiatives to ensure effective implementation and monitoring.
Mr Choudhary highlighted ambitious targets to double the state’s economy by 2030, and increase GDP by 15 times and per capita income by 10 times by 2047. Plans include building over 5,000 smart villages, 10 smart cities, and positioning Chhattisgarh as a leading IT and investment hub.
The vision prioritizes innovation, service sector growth, tourism, and logistics development, leveraging the state’s strategic location to generate new employment opportunities and transform the economic landscape.
Developed through extensive public consultation and departmental support by the State NITI Aayog, the document integrates aspirations from youth, women, farmers, and respects the state’s cultural heritage alongside national priorities.
Mr Choudhary expressed confidence that the vision serves as a solid strategic framework for Chhattisgarh’s transformation into a developed state, emphasizing citizen participation and measurable progress.
