New Delhi: The Supreme Court on Monday (December 2) said that the air pollution issue in the National Capital Region (NCR) arose every year between October and December and there was a need to find a permanent solution to the issue.

A bench comprising Justice Abhay S Oka and Justice Augustine George Masih, while hearing the air pollution matter, said that permanent solutions had to be found with respect to stubble burning and various other causes that cause pollution and it wants to go into all aspects of causes of pollution and will try to find out a permanent solution.

“We propose to go into all aspects of causes of pollution and try to find out a permanent solution,” the bench said and asked the amicus curiae in the air pollution matter to prepare a note on the issues causing pollution within two weeks for it to consider.

Apex Court on Monday refused to relax emergency measures under GRAP-IV

The Supreme Court on Monday refused to relax the emergency measures under the Graded Response Action Plan (GRAP)-IV to deal with air pollution in the NCR, saying it wants to ensure that there is a downward trend of the Air Quality Index (AQI). The bench said that it will hear on Thursday on the aspect of relaxing the emergency measures under the GRAP-IV to deal with air pollution in the NCR.

There is complete lack of coordination: Apex Court

The bench, during the hearing, said that “Very shocking things are revealed from reports of court commissioners (appointed by it) and there is complete lack of coordination between the Delhi government, MCD (Municipal Corporation of Delhi), DPCC (Delhi Pollution Control Board), the Commission for Air Quality Management (CAQM) and other authorities” and it is on the CAQM to ensure coordination so that GRAP-IV is implemented.

“We direct the CAQM to take further steps in communicating mitigation efforts to the concerned authorities and coordinate to ensure implementation. As regards the suggestion of modification of applicability of GRAP-IV stage, we will hear the parties on this aspect on Thursday,” the bench said.
