Uttarakhand adopts unique solutions for UCC implementation in areas without internet

Dehradun: With the state cabinet approving the rules and regulations for the Uniform Civil Code (UCC), the state government is giving final touch to the ongoing preparations for the UCC’s implementation across the state. Since Uttarakhand is set to become the country’s first state to implement the UCC after the independence, the hill state experiences a unique process for the UCC’s implementation for the first time.

While the internet facilities will play a major role in the UCC’s implementation, the hill state has remote areas where internet services are not available. The state government has worked out a special plan to ensure the UCC’s implementation in all such areas lacking internet services.

Agents of Jansewa Kendra to play their role in UCC’s implementation

The agents, who are associated with the “Jansewa Kendra” (people’ service center), will be put into service for the UCC’s implementation.  The agents will go door-to-door for doing registration and other works required for the UCC’s implementation. They will track all applications through email and SMS. The option to make complaints will be available for the citizens.

User-friendly UCC portal

Besides, the UCC portal has been made user-friendly. Citizens can register themselves through mobile phones. To simplify the registration process for the citizens, a target has been set to train 10000 common service center users.

The option of registration through Aadhaar

In rural areas, Gram Panchayat Development Officer will be designated as sub-registrar for the works relating to registration. It will make it easy for the citizens to get registered at the local level. To make the process of registration easy and smooth, the option of registration through Aadhaar has been provided under the UCC. Citizens can register their complaints through an online portal.

Training programs for government employees

The government has been organizing training programs for proper implantation of the provisions of the UCC rules. The training programs began on January 9. About 20000 government employees received training. Nodal officers have been appointed at the district level. Helplines have been set for providing technical support. After implementation of UCC, it will be mandatory to register all marriages.
