Imphal: The ongoing partial closure of highways in and around Imphal, Manipur, since May 3, 2023, presents a significant challenge to the state’s development and the daily lives of its citizens. This article examines the situation based on an interview with Meisnam Birjit, Advisor of the United Youth Club Kanglatombi Bazar Board.
The blockade directly impacts transportation, a crucial element in a state’s economic progress. Mr Birji’s account emphasises that the two main highways serve as lifelines for Manipur, connecting it to the rest of India. The disruption has led to increased difficulties in transporting goods, essential supplies, and people.
The situation disproportionately affects certain communities, preventing them from accessing essential services and opportunities. Mr Birjit notes that even vehicles not belonging to the targeted community have faced restrictions at times. The resulting economic hardship and social strain are substantial. The limited movement permitted involves illicit taxation, highlighting the vulnerability of those attempting to travel.
Furthermore, the highway blockade raises serious constitutional concerns. The right to free movement within India, a fundamental right guaranteed by the Indian Constitution, is severely curtailed in Manipur. Mr. Birjit points to the failure of the constitutional provision to ensure this basic right, suggesting a systemic failure of governance. Even essential services like newspaper printing faced significant obstacles due to difficulties in transporting materials. Although security advisor Kuldeep Singh facilitated the movement of press materials for a period, the methods employed remain questionable.
The impact of this prolonged blockade is substantial, creating a sense of isolation and hardship amongst the population of Manipur. The inability to freely travel within their own state, a 700 square mile area, has significant social ramifications. The situation underscores the need for a resolution to the ongoing crisis and the restoration of the constitutional right to free movement for all citizens of Manipur.
