Bihar launches renewable energy and storage policies, inks MoUs worth over Rs 5,000 crore

Patna: In a landmark move to position Bihar as a green energy leader, the state government formally launched the Bihar Policy od New and Renewable Energy Sources 2025 and Bihar Policy for Pumped Storage Project 2025 at a high-level event held at Gyan Bhawan, Patna.

The launch event was graced by Hon’ble Energy Minister Shri Bijendra Prasad Yadav; Hon’ble Industries Minister Shri Nitish Mishra; BERC Chairman Shri Amir Subhani; ACS (Industry) Shri Mihir Kumar Singh; Energy Secretary Shri Manoj Kumar Singh, MD SBPDCL & BSPGCL Mahendra Kumar; Shri Kundan Kumar, Investment Commissioner; Shri Mukul Kumar, Director, Industry; Shri Aditya Prakash Singh, MNRE, our industry partners Confederation of Indian Industry and Bihar Industries Association along with senior officials, industry leaders, and investors.

A key highlight of the event was the signing of several strategic MoUs aimed at driving large-scale renewable energy deployment in the state. BREDA signed an MoU with Avaada Group for the development of 1 GW ground-mounted and floating solar projects, subject to feasibility. An MoU between Bihar State Power Generation Company Ltd and Solar Energy Corporation of India was inked to develop floating solar and other RE projects worth Rs 3,000 crore. BSPGCL signed an MoU with Larsen & Toubro (L&T) for setting up a 116 MW/241 MWh Battery Energy Storage System at Kajra, Lakhisarai, at an estimated investment of Rs 837.66 crore. A separate MoU was signed between BSPGCL and NTPC Green to develop a 1000 MW BESS project in Bihar, with an expected investment of Rs 1,500 crore.

Speaking on the occasion, Hon’ble Energy Minister Shri Bijendra Prasad Yadav said, “Through these two forward-looking policies, Bihar invites domestic and global investors to partner with us in our green energy journey. These initiatives aim to boost clean energy adoption, attract private investments, and make Bihar an active contributor to India’s Net Zero goals.”

Hon’ble Industries Minister Shri Nitish Mishra added that the upcoming Bihar Industrial Policy 2025 will further align with the state’s energy vision. “An integrated manufacturing cluster is already being developed on 1700 acres in Gaya, offering opportunities for companies in both conventional and non-conventional energy sectors,” he said, stressing the synergy between industrial and energy policy frameworks.

ACS Industry department Shri Mihir Kumar Singh emphasized the significance of clean fuels for industrial development. “The Biofuels Promotion Policy 2025 offers capital and interest subsidies, SGST and power duty exemptions and incentives for employment and skill development, positioning Bihar as a key destination for investments in ethanol and CBG,” he noted.

Energy Secretary Shri Manoj Kumar Singh outlined the incentives under the new policies, including 100% SGST reimbursement, full exemption on stamp duty and registration fees, waiver of STU charges and 5-year exemption on customs duty for project-related imports. “We are ensuring policy stability, streamlined licensing, land availability, and fast-track approvals to make Bihar investor-friendly,” he said, inviting developers to lead the clean energy transition from Bihar.

BERC Chairman Shri Amir Subhani assured that the Electricity Regulatory Commission will extend full support for the effective implementation of these policies and is open to revisiting existing regulations based on stakeholder feedback.

The event witnessed participation from leading energy companies and PSUs including Tata Power, Ashoka Buildcon, Avaada, Larsen & Toubro, IntelliSmart, NTPC Green, Adani Power, EESL, PTC India; Power Finance Corporation, JSW Energy, GREENKO, SJVN, THDC India Ltd, Secure Meters, Godrej Enterprises, Vikram Solar, NHPC, Ernst & Young
and SECI, among others. Several of the company representatives lauded the policies and termed Bihar one of the most promising investment destinations for renewable energy in India.

The event concluded with a vote of thanks from BSPGCL and SBPDCL MD Mahendra Kumar, who acknowledged the contributions of all stakeholders and reaffirmed the state’s commitment to sustainable energy growth.
