The State Government is implementing the Human Resource Management System (HRMS) in a phased manner for regular employees from August 2022.

Under the HRMS project, all departments of the Secretariat, regional offices, divisions, and districts have been included. The service structure, service conditions, and other payable benefits of all these employees (such as pay level, salary, position, grade, pension, leave, provident fund, pay fixation, etc.), e-service books, and other records will be maintained and updated entirely through a software-based online paperless system.

Based on the unique identification of employees, all related actions and information will be instantly available to them through email/SMS. With the implementation of this system, government employees will have digital access to their complete service records, and it will facilitate faster and more transparent decision-making in all service-related matters. As a result, there will be a reduction in service-related grievances of government employees.

Under the first phase of the project, the Pay Roll Module was implemented on 27.08.2022, under which salary payments are currently being made to 6.27 lakh employees.

In the second phase, a total of 10 modules have been implemented which includes Leave Management, Establishment, Service Verification, Employee Self Service, E-Service Book, Cadre Management, Reward and Appreciation, IT Declaration, Travel Entitlement and Advance and Recovery.

To ensure the effective use of these modules, continuous training is being provided, and module-wise user manuals are being prepared in simple language.

In this sequence, Dr. B. Rajender, Additional Chief Secretary-cum-Mission Director of Bihar Prashasnik Sudhar Mission Society, inaugurated user manuals for four HRMS modules Regular Employee Registration, E-Service Book, Employee Self-Service and Leave Management. These manuals will be made available promptly to all departments and related offices. A PDF version of the manual is available on the HRMS portal (https://hrms.bihar.gov.in), from where it can also be downloaded.

On this occasion, Dr Pratima, Additional Mission Director, and other officers of the Mission Society were present.
