Dehradun: In a major move aimed at preventing migration from mountainous villages and promoting economic development, the Uttarakhand government has initiated plans to develop new cities in the hilly regions. The first city under this initiative is set to be established in Bilwakedar, Srinagar (Pauri district).

The Uttarakhand Housing and Urban Development Authority has been directed to complete consultant selection this month and prepare a master plan for the city’s development. Housing Minister Premchand Agarwal stated that the model of the new city will be finalized soon to ensure structured urban growth in the mountains.

New cities to address migration and urban pressure

Continuous migration from remote villages has remained a major challenge for Uttarakhand. Many residents, particularly from high-altitude regions, move to Dehradun, Haldwani, and other urban centers in search of better livelihoods and infrastructure. The establishment of planned cities in mountainous areas aims to counter this trend by generating employment opportunities, modern amenities, and better connectivity in rural areas.

The development plan follows an amendment passed in the Uttarakhand Town and Village Planning and Development Act during the latest Assembly budget session. According to Cabinet Minister Premchand Agarwal, creating new urban spaces is necessary to balance population growth, as the plains have been witnessing rising pressure on infrastructure.

Bilwakedar, Srinagar to be first model city

The first planned city under this initiative will be established in Bilwakedar, a location chosen for its strategic potential. Minister Agarwal confirmed that land selection for similar new cities in the Kumaon division is also underway.

“In the state, apart from New Tehri, no other fully planned city has been developed in the hills. Our goal is to build structured urban spaces that offer better living conditions, attract investment, and support local economies,” Agarwal explained.

Government emphasizes public welfare and good governance

Chief Minister Pushkar Singh Dhami praised the initiative, highlighting the importance of alert citizens in good governance. He addressed residents via virtual interaction from Mukhya Sevak Sadan, where he assured that quick response teams are being deployed in Pauri district for effective public service. The CM Dashboard and CM Helpline have been set up to ensure that citizens receive timely assistance for grievances.

The Quick Solution Team, introduced in Pauri district, is expected to expand across Uttarakhand in later phases. “The state government remains committed to improving infrastructure, governance, and public service. In Amrit Kaal, with guidance from Prime Minister Narendra Modi, Uttarakhand is making strides toward becoming a developed nation,” said CM Dhami.

Public engagement and future planning

As the new city development project moves forward, the government has assured citizens that local needs will be prioritized in planning urban infrastructure. Many residents have welcomed the initiative, hoping that better facilities and economic prospects will encourage stability in the hill regions. With consultations and master planning set to conclude soon, Uttarakhand’s move towards planned urban expansion marks a critical step in shaping its future.
