Pahalgam terror attack: NIA investigation unveils key findings

New Delhi: The NIA’s investigation into the Pahalgam terror attack, claimed by the Resistance Front (a Lashkar-e-Taiba proxy), provides valuable insights into the operational dynamics of terrorist groups in Kashmir. The attack, which occurred in April 2024, exposed significant vulnerabilities within the existing security infrastructure. A crucial finding points to a lack of a common operational picture among security agencies. This failure in coordination allowed terrorists to identify and exploit weaknesses in the intelligence and operational grids, facilitating their attack.

The terrorists demonstrably exhibited meticulous planning, gathering intelligence and utilising OGW’s (Overground Workers) to gather crucial information. The investigation suggests a sophisticated intelligence network, allowing for the identification of gaps in security patrols and the precise targeting of their victims.

The NIAs probe also uncovered the use of advanced technology by the terrorists. The investigation has indicated the use of Baidu systems, a Chinese technology, highlighting the need for enhanced technological countermeasures to combat this type of sophisticated communication and planning capabilities within terrorist networks.

The role of OGWs is a particularly concerning aspect of the investigation. These individuals often act as double agents, shifting loyalty to whichever side holds the perceived upper hand. This fluidity adds a layer of complexity to counter-terrorism efforts, requiring a robust strategy to identify, manage, and neutralise the influence of these agents.

The NIA’s investigation utilised 3D mapping of the attack site, combined with technological forensics, to reconstruct the events of the attack. This approach highlights the increasingly important role of technology in modern counter-terrorism strategies. The ongoing investigation continues to focus on tracing the technological footprints of the terrorists, identifying all involved OGWs, and enhancing security protocols.

The successful tightening of the operational and intelligence grid in the valley is paramount to preventing future attacks. This involves enhancing coordination between security forces, improving technological countermeasures, and establishing a more robust system for detecting and managing OGWs.
